The four draft pension reform laws (on the solidarity pension system, on the funded pension system, on the unified income tax and on personified recordkeeping) were submitted to GOAM in April; after revisions these four laws plus the law on investment funds were discussed by the GOAM during meetings in June. SPSS experts reviewed and commented extensively on the drafts of four pension reform laws. Final revisions are being made by the responsible agencies.
In June, Landis MacKellar, the project’s economist and modeler, and Hasmik Ghukasyan, the project’s statistician, provided additional modeling of pension reform scenarios reflecting the economic crisis and other contingencies.
SPSS delivered detailed IT specifications for the software of the personified recordkeeping system for the new pension and tax system in both Armenian and English.
The SPSS project management expert Gayane Dallakyan continues to provide assistance in managing the entire reform process through the use of a detailed Gantt chart and assessment of overall reform progress. Detailed needs assessment of agencies involved in the new pension system is also underway.
